A POWRA (point of work risk assessment) is a short, task-specific safety check carried out by the person doing the work, at the place the work will happen, immediately before it starts. What does POWRA stand for?
POWRA stands for point of work risk assessment. Is a POWRA a legal requirement?
There is no regulation that names “POWRA” specifically. The legal duty comes from the Health and Safety at Work etc. Act 1974 and the Management of Health and Safety at Work Regulations 1999, which require employers to assess risks and to keep those assessments valid for the conditions in which work is actually done. A generic or task risk assessment written in advance cannot account for conditions on the day — the POWRA is the widely adopted mechanism for closing that gap. Many principal contractors now mandate POWRAs on site as a condition of their safe systems of work.

A POWRA never replaces a RAMS. It verifies the RAMS still holds at the moment work begins — and triggers a stop and escalation when it doesn’t.
When do you need a POWRA?
- Before starting any task covered by a RAMS or permit — to confirm the documented controls match reality on the ground.
- When conditions change — weather, adjacent trades, plant movements, unexpected services, changed access or ground conditions.
- After any break in the work — returning the next day, or after the area has been used by others.
- On dynamic sites — demolition, groundworks, rail possessions and live environments where the workface changes hour by hour.
- When the client or principal contractor mandates it — increasingly standard on major frameworks.
What should a POWRA template include?
A good POWRA template is short enough to be done properly every time. The common elements:
- Task, location, date and time — plus the RAMS or permit reference it checks against.
- Who is doing the work — names, and confirmation of competence/briefing.
- Workface checks — access and egress, ground conditions, weather, lighting, services (buried and overhead), adjacent activities, plant and vehicle movements, exclusion zones.
- Hazard prompts — work at height, lifting, temporary works, dust, noise, vibration, manual handling, hazardous substances.
- Controls confirmation — PPE, barriers, isolations, permits in place and current.
- A stop trigger — an explicit instruction: if any answer is unsatisfactory, do not start; escalate to the supervisor.
- Sign-off — signature or digital confirmation by the person(s) doing the task.
How do you carry out a POWRA? Step by step
- Go to the point of work. A POWRA filled in from the cabin defeats the purpose.
- Check the paperwork matches the job. Confirm the RAMS, permits and briefings cover the task as it exists today.
- Walk the workface. Look up, down and around: access, services, adjacent work, plant, public interfaces.
- Identify anything the RAMS didn’t anticipate. New hazards, changed conditions, missing controls.
- Decide: proceed, adapt, or stop. Minor issues may be controllable at the workface; anything material means stop and escalate — the method statement may need amending.
- Record it and sign it. Paper or digital — the record is your evidence the check happened.
- Re-check when anything changes. A POWRA is valid for the conditions it described, not for the whole shift.
What are the most common POWRA mistakes?
- Tick-box completion — forms filled in en masse at the start of the week, away from the workface.
- No link to the RAMS — the POWRA should verify a specific documented method, not float free of it.
- No stop authority — operatives who don’t believe they can halt work will proceed regardless of what the form says.
- Illegible or lost records — paper forms that never make it back to the office can’t demonstrate compliance or feed lessons learned.
- Never analysed — completed POWRAs hold a rich picture of near-misses and recurring hazards that most contractors never look at.
